CAPABILITIES AND EXPERIENCE: Mr. Forman has 34 years of civil, municipal
and coastal engineering project experience for private, government and military
clients. His experience includes water line extensions, wastewater collection systems,
wastewater treatment for reuse/reclaim quality effluent, stormwater management and
treatment, stormwater reuse and reclaim systems, trenchless utility design, and
ocean outfalls and sediment management for navigation channels and ocean beaches.
Typical projects for which he has been in responsible charge include:
James Creek Subdivision; Harkers Island, NC - Design of 79-lot subdivision
including roads, stormwater management for low density development, waterline extensions
and reuse/reclaim 39,000 GPD MBR wastewater treatment system with drip irrigation
effluent disposal and pressure sewer collection systems.
Moss Landing; Washington, NC - Redevelopment project on 100 year-old industrial
planing mill site for multi-family residential development including stormwater
management utilizing created wetlands BMP, utilities and both pressure and gravity
sewer collection systems.
Front Street Village; Beaufort, NC - Redevelopment of industrial fish oil
and meal factory site to dry storage marina facility. Project included stormwater
management and reclaim of stormwater for toilet flushing in office building, site
grading and erosion control, design of waterfront structures, extension of the Town
of Beaufort water system to the site and sewer lift station to serve Phase 1. Project
also included stormwater master planning for overall multi-phased project involving
over 30 acres of intensely developed site including use of bio-retention, sand filters
and detention BMPs.
Deep Head Swash Ocean Outfall; City of Myrtle Beach, SC - Design of 1500
linear foot ocean outfall for conveyance of stormwater from large urbanized watershed.
Included horizontal directional drill for three 48 inch pipes and an alternate bid
for direct burial installation of two 72 inch concrete pipes beneath active beach
offshore to a 25 ft. depth.
Jarrett Bay Marine Industrial Park; Carteret County, Beaufort, NC - Development
of marine industrial park including road and utilities, stormwater management master
planning for both high and low density development sites, gravity sewer, extension
of County water system to the site, 7 miles of 6 inch sewer force main and lift
station, and rehabilitation of existing Town of Beaufort lift station.
Outboard Marine Corporation - Site Evaluations in Florida, South Carolina, Illinois,
Texas and Maryland - Conducted site evaluations for some 21 potential waterfront
development sites including evaluation of existing facilities, regulatory discovery
and preparation of cost opinions for site redevelopment for existing marina facilities,
industrial and raw land sites. Included stormwater management and treatment utilizing
sand filter BMPs.
Rehabilitation of West Parking Lot - N. C. State University; Raleigh, NC
- Prepared plans and specifications and provided construction administration services
for rehabilitation of 250+/- space parking lot on the University campus. Included
rehabilitation of stormwater collection systems, new bus stop shelter, and traffic
circulation design and landscaping.
Union Point Park; City of New Bern, NC - Completed preliminary design, permitting,
final design and construction administration for waterfront park including 1900
linear feet of bulkhead and concrete promenade, stormwater management, grading and
erosion control, and three timber piers and pedestrian walkway of heavy timber construction.
Michael J. Smith Airport, General Aviation Hangar Expansion; Beaufort, NC
- Grading, drainage and erosion control design, and construction administration
for hangar area expansion including stormwater detention pond BMP.
Port of Tampa, Bulkhead and Wharf Replacement, Berths 271, 272 and 273; Tampa, FL
- Project engineer for permitting and design of stormwater collection and treatment
system and preparation of construction documents for the stormwater, potable and
fire water systems.
Rehabilitation of Berths A and B, North Carolina State Ports Authority; Wilmington,
NC - Project engineer for design and construction document preparation for
rehabilitation of open storage areas, replacement of storm drainage systems, and
grouting of bulkhead and placement of fill material beneath relieving platform to
alleviate sink holes and settlement problems.
Hobson Avenue - Viaduct Road Intersection Improvements, Charleston Naval Base; Charleston,
SC - Project manager/engineer for design of main gate intersection realignment,
traffic studies, drainage improvements, traffic signal improvements and preparation
of construction documents.
